It goes without saying that several regulatory provisions exist and govern the policy and mechanisms for facilitating access by SMEs to subcontracting contracts, a kind of promotion of economic patriotism in public procurement which clearly displays the political will of the government. for privileged access for SMEs to public contracts and subcontracting with large companies.

However, despite this regulatory arsenal and this displayed political will, the concern remains strong in relation to the competitiveness of SMEs, their effective access to markets and what leads to a double questioning:

First, how to allow a more massive and efficient participation of Cameroonian SMEs in public procurement or how to make public procurement more attractive for these SMEs?
Secondly, after having analyzed the barriers and bottlenecks to entry for SMEs into the productive system governed by public contracts, how can we motivate public purchasers to no longer only favor large companies and multinationals, but to take the habit of selecting SMEs without this being seen as a risky state? Or how to define fair selection and evaluation criteria to promote SMEs' access to major subcontracting opportunities in the public procurement system?

On the strength of all the foregoing and the issues arising therefrom, the Cameroon Subcontracting and Partnership Exchange organizes under the high patronage of Mr. BASSILEKIN III Achille, Minister of Small and Medium Enterprises, Social Economy and Handicrafts, the MINMAP/private sector consultation workshop, with the general objective of identifying through dialogue the constraints faced by Cameroonian SMEs in accessing public procurement system markets in order to propose appropriate measures for greater competitiveness of SMEs and improvement of their access to markets in compliance with the regulations in force.
