Developing countries, as a whole, are endowed with natural resources as well as specific competitive advantages that offer a variety of industrial opportunities. A systematic approach to the identification of opportunities, the formation of industrial projects and their evaluation can only open new paths for industrial and economic development in the broad sense. UNIDO studies reveal that there is a lack of appropriate skills to adopt such an approach in many developing countries. The need for developing countries to improve local skills and capacities in the preparation and appraisal of pre-investment studies requires appropriate capacity building support, including adequate provision of human resource development.

In response to this need, a training program on the preparation and appraisal of industrial projects using UNIDO's flagship software - the Computer Model for Feasibility Analysis and Reporting (COMFAR III Expert - basic version) is organized jointly by the European Commission and Organizations of African, Caribbean and Pacific States (OACPS).

At the meso level, the project focuses on building the institutional capacity of Investment Promotion Institutions (IPIs) and, more specifically, Investment Promotion Agencies (IPAs) at the national level. Capacity building will aim to support investment promotion capacities, business support programs, marketing, monitoring and partnerships for better coordinated and more comprehensive investment promotion efforts.
