The spx-cmr at the epicenter of subcontracting discussions at gecam

The head of the subcontracting and partnership development department of the SPX-CMR represents the institution along side the GECAM

The Subcontracting and Partnership Exchange of Cameroon (SPX-CMR) participated in recent discussions organized on December 3, 2025, by the “Groupement des Entreprises du Cameroun” (GECAM) at its headquarters in Bonanjo, focusing on the challenges of compliance and governance related to the application of Law no. 2025/010 of July 15, 2025, establishing the subcontracting regime.

Representing the Executive Director, Mr. Evariste YAMENI, the institution was brilliantly advocated by Mr. Tasse Fabrice, head of the subcontracting and partnership development department. His presence reaffirmed the SPX-CMR's commitment to collaborate closely with the large companies for the success of the national preference policy.

Patron-SME cohesion

The event served as a constructive dialogue platform, confronting the legal requirements with the realities on the ground. Mr. Tasse Fabrice insisted that the 40%quota of activities reserved for national SMEs, as dictated by the law, isn't a constraint but a powerful lever for shared growth and economic anchoring.

"The message from the SPX-CMR is clear: the successful integration of SMEs into the supply chains of large companies requires a dual approach. Contracting companies must adapt their purchasing strategies, while SMEs must accelerate their professionalization and upgrade," emphasized Mr. Tasse.

The call for technical competitiveness and consultation

The discussion clearly highlighted the expectations of large companies (LCs), which are essential for the success of the national subcontracting mechanism. For the 40% quota to become a viable reality and not a source of operational risk, LCs are calling for:

  • The requirement for SME compliance and competence: large companies stress that the integration of SMEs into their supply chains is conditioned by rigorous adherence to quality standards, international industrial norms, and continuous upskilling. The reliability of SMEs is the key to the trust required to secure subcontracting contracts.
  • The need for consultation: representatives of the large companies present and the GECAM expressed the desire for LCs to be fully integrated and consulted in future implementation processes of the law. This collaborative approach would guarantee realistic and balanced implementation mechanisms, which are essential for the law's sustainability.

Mr. Tasse Fabrice reiterated that the SPX-CMR acts as the bridge between these two worlds. The institution, particularly through its technical support and training programs, is positioned to prepare SMEs to meet these legitimate expectations of large enterprises.
