Energy sector : government tightens rules for interventions on the power grid

A decree signed on February 23 by the Minister of Water and Energy strictly regulates work on transmission and distribution infrastructure. The objective is to secure the national grid and ensure better service continuity for users.

The regulatory framework of Cameroon's electricity sector has reached a new milestone in safety. Through Decree No.000028/MINEE/CAB of February 23, 2026, the Minister of Water and Energy defined new procedures for intervening on the public transmission and distribution network. This text comes at a time when the protection of critical infrastructure has become a national priority. By regulating every intervention, the government intends not only to prevent acts of vandalism and unauthorized connections but, above all, to guarantee the safety of technical personnel and local populations.

The new regulations emphasize the compliance of technical procedures and the certification of interveners. From now on, any manipulation of transformers, high-voltage lines, or distribution meters must meet strict public service standards. For subscribers, this text promises a reduction in service interruptions caused by make shift repairs or malicious acts on the grid. The decree highlights that the continuity of electrical service is a right for citizens and a duty for operators under State supervision.

An Opportunity for Compliancefor Sector Subcontractors

For SPX-CMR member companies specializing in electrical engineering and industrial maintenance, this new decree sets the rules of the game for the coming years. The strengthening of regulations means that only subcontractors who are fully up to date with their certifications and technical accreditation will now be eligible for grid maintenance contracts. "This text is excellent news for professional SMEs. It eliminates unfair competition from unqualified actors who were jeopardizing the stability of the national grid," explains an energy regulation expert.

This reform aligns with the requirements of Article 15 of the Law on Subcontracting, which advocates for competence and technical capacity. For the Minister of Water and Energy, it is an inseparable triptych: "Safety, Compliance, Public Service." By further professionalizing grid interventions, Cameroon is securing its energy investments and laying the foundations for a more stable industrial economy, where energy remains the primary engine of production.
