State modernization : ministry of finance launches center of excellence for budgetary performance

The Minister of Finance, Louis Paul Motaze, inaugurated the Center of Excellence of the Directorate General of the Budget(DGB) on February 27, 2026. This innovative facility, launched in the presence of Director General Cyril Edou Alo’o, marks a decisive step in the professionalization of the public spending chain.

Cameroon's financial administration is equipping itself with a cutting-edge tool to ensure the effectiveness of public policies. This new continuous training hub aims to standardize budgetary culture and strengthen the technical skills of State agents. Structured around four major competency blocks—ranging from economic planning to debt management—the one-year certificate program mobilizes experts from both the administration and academia. For this pilot phase, the program primarily targets DGB executives and decentralized services before gradually opening to the entire government apparatus.

The objective is clear: to master the entire budget cycle to ensure the rigorous execution of the Finance Law. This initiative is strictly aligned with the requirements for modernizing public finances, placing human capital at the heart of the administration's structural transformation.

A lever for payment speed and subcontractor confidence

For the SPX-CMR, the creation of this Center of Excellence is a major advancement for the subcontracting ecosystem. A more efficient budgetary chain and better-trained agents are the guarantors of smoother public procurement management.

"Strengthening the professionalism of budget officers directly impacts file processing times. For a subcontracting SME, thead ministration's mastery of the budget execution cycle means fewer financial uncertainties and better cash flow planning," explains a financial analyst. By developing a true "budgetary community," the MINFI reduces the bottle necks that often delay payments to local providers.

This quest for budgetary excellence reassures development partners and private investors alike. For the members of the Exchange, the modernization of financial administration facilitates access to public contracts and reinforces transparency—two essential pillars for allowing national champions to sustainably integrate into State-led development projects.
