
Meeting the requirements of public calls for tenders in cameroon: a challenge for companies
Companies wishing to win public contracts in Cameroon must demonstrate great rigor in the preparation of their offers. Indeed, calls for tenders launched by the administration include numerous specific requirements with which bidders must comply.
First of all, the qualification criteria for candidates are particularly strict. The tender documents precisely detail the conditions to be met in terms of experience, technical and financial capabilities, certifications, etc. “This is an essential prerequisite to be considered a serious bidder,” underlines Mr. Tasse Fabrice, head of profiling and subcontracting opportunities at BSTP-CMR.
Beyond that, Cameroonian public procurement imposes very specific contractual obligations, particularly in terms of human resources. “Certain markets require mobilizing key profiles with specific levels of experience. We must therefore ensure that we have the right skills available,” explains Mr. Tasse Fabrice.
The expected technical specifications are also described in great detail in the specifications. “Companies must carefully study these documents to ensure full compliance,” he adds.
Furthermore, environmental and safety issues are taking an increasing place in calls for tender. “We are asked to justify our commitments in terms of environmental protection and construction site safety. This has become an important criterion for evaluating offers,” explains Mr. Tasse Fabrice.
Finally, the rules governing the use of subcontracting, reporting and control obligations, as well as tight completion deadlines, constitute all requirements that companies must be able to meet.
Faced with these multiple constraints, companies must demonstrate great rigor and perfect knowledge of the specificities of Cameroonian public markets. A major challenge, but one that proves essential to winning these strategic calls for tenders.
