Public contracts in cameroon: what administrative file should you provide for bidding?

When an SME wishes to respond to a public call for tenders in Cameroon, it must prepare a complete administrative file. This set of documents aims to prove the legality and reliability of the candidate SME. Overview of the documents to be provided and the competent authorities to issue them.

First of all, SMEs must present legal identification documents. This includes a certified copy of the up-to-date statutes, an extract from the trade and personal property credit register (RCCM) issued by the registry of the competent commercial court, as well as a certificate of registration. issued by the Directorate General of Taxes (DGI).

Then, the file must contain documents attesting to the legal and financial capacity of the tenderer. Among them are certified accounting documents (balance sheets, income statements, etc.) validated by a certified public accountant, as well as a bank domiciliation certificate issued by the banking establishment in which the SME's accounts are housed.

Documents proving the candidate's experience and technical references are also required. These may include copies of similar contracts executed in the past, certificates of good performance, or even curriculum vitae of key personnel.

Finally, the file must include documents justifying the regular tax and social situation of the company. This includes in particular a certificate of non-royalty issued by the General Tax Directorate.

“The objective is to ensure the reliability and solidity of candidate SMEs,” explains Mr. Tasse Fabrice, head of profiling and subcontracting opportunities at SPX-CMR. “This is why each document is issued by the administrative authority competent in its field.”
