Public procurement in cameroon: make the difference between call for tenders and tender documents

In Cameroon, success in obtaining public contracts relies largely on the ability of SMEs to fully understand the different stages of the process. Two key elements are often a source of confusion: the Call for Tenders and the Tender Documents. However, it is essential to differentiate them well in order to be able to respond effectively.

The Call for Tenders: The front door

The Call for Tenders is the document by which the public administration or local authority officially launches a competitive procedure for the award of a contract. It is generally published in the national and local press, as well as on online platforms dedicated to public procurement.

This Call for Tenders contains basic information on the contract to be filled: the subject of the contract, the main technical specifications, the estimated budget, the selection criteria, the deadlines for submitting offers, etc. It constitutes the first step for interested SMEs.

The Tender Document: Sesame

After having read the Call for Tenders, companies must obtain the Call for Tender Documents. It is this document which contains all the detailed technical, administrative and financial information on the market. “The Tender Document is the real key to winning a public contract,” explains Mr. Tasse Fabrice, head of profiling and subcontracting opportunities at BSTP-CMR. “It is in this file that companies will find all the information necessary to prepare their offer in a complete and compliant manner.”

The Tender File can be particularly voluminous and detailed, covering technical, administrative, financial and contractual aspects. It is on the basis of this file that SME bidders will have to build their proposal. “Very often, it is at this stage that SMEs encounter difficulties,” continues Mr. Tasse Fabrice. “It is essential to take the time to fully understand all the elements of the file to be able to respond adequately.”

In summary, the Invitation to Tender is the entry point, while the Invitation to Tender Document is the key enabling SMEs to prepare and submit a solid offer. A good understanding of this distinction is crucial to successfully navigating the procedures for obtaining public contracts in Cameroon.
